It was intimated that the reference

included the organisation of Midwives.

As a result a pamphlet was drawn up by

the Principal Civil Medical Officer for the use of Teachers of classes of girls not below the age of 18 years in the schools in the Colony, together with a leaflet in simple language, copy of English version enclosed, which has been widely distributed amongst the Chinese population.

A class for women was also started in

connection with the Technical Institute to which Mrs. Hickling a qualified lady Doctor, lectured. Unfortunately the class did not prove a success only 3 women attending it and the class was closed.

A course of lectures for women of the uneducated class was thereupon prepared, the lectures being delivered partly in English and partly in Chinese. Only 15 women attended this class. It will however be persevered with.

report that the Committee of the Chinese Public Dispensaries are considering a scheme for the conversion of two small Chinese branch Plague Hospitals one at East Point and the other at West Point (which under the more modern methods of dealing with Plague are unnecessary) into Lying-in-Hospitals for Chinese under the supervision of Mrs. Hickling, who as you are aware supervises the Government midwives. I am in hopes that this arrangement will have a beneficent and as time goes

on a far reaching effect.
